Continuous optimization of energy structure in the first three quarters of 2021

Since the beginning of this year, my country's economy has continued to recover and energy demand has grown rapidly. The National Energy Administration thoroughly implements the decisions and deployments of the Party Central Committee and the State Council, strengthens the construction of energy security assurance capabilities, and accelerates the transition to green and low-carbon energy. The energy situation in the first three quarters can be summarized as four characteristics:
First, the year-on-year growth rate of energy consumption has fallen quarter by quarter. Since the beginning of this year, energy consumption growth has shown a trend of "high before and low". The year-on-year growth rate has fallen quarter by quarter. The year-on-year growth rate in the third quarter has dropped by approximately 14.3 percentage points and 4.7 percentage points from the first and second quarters, respectively. Second, the growth rate of energy consumption in high-energy-consuming industries has dropped significantly. In the third quarter, the electricity consumption of the four high-energy-consuming industries increased by 2.2% year-on-year, a decrease of 16.7% and 7.3% respectively from the first and second quarters. The contribution rate to the growth of electricity consumption in the whole society fell from 18.7% in June to 9. -4.2% for the month; total gas consumption in the chemical, ceramic, glass, and steel industries increased by 9.4% year-on-year, down 43.1 percentage points and 17.6 percentage points from the first and second quarters, respectively. Third, the clean energy industry continues to grow. Accelerate the promotion of the construction of new power systems, and publish the "Mid- and Long-term Development Plan for Pumped Storage (2021-2035)" and "Guiding Opinions on Accelerating the Development of New Energy Storage" to further expand the scale of clean energy consumption. As of the end of September, the total installed capacity of hydropower, nuclear power, wind power, and solar power generation totaled 1.01 billion kilowatts, which accounted for 44.1% of the total installed power capacity, an increase of 3 percentage points from the same period last year.

Fourth, energy supply in some regions is tight. After smoothly passing the heating season at the beginning of the year and the two peaks of energy consumption in summer, entering August, affected by the low inflow of water and high coal prices in the south, the peak capacity of thermal power units is insufficient. The 4 provinces (regions) in the southern region and Mengxi have been implemented in an orderly manner. Electricity measures. Renewable energy continues to maintain high-quality development in the first three quarters of 2021

1. The overall development of renewable energy

Renewable energy power generation continues to grow. From January to September 2021, the national renewable energy power generation capacity reached 1.75 trillion kilowatt-hours. Renewable energy maintains a high level of utilization. From January to September 2021, the water energy utilization rate of major river basins across the country is about 97.6%, an increase of 1.5 percentage points over the same period of the previous year, and the amount of waste water is about 15.39 billion kWh; the national average utilization rate of wind power is 96.9%, an increase of 0.3 compared with the same period last year. In order to thoroughly implement the major strategic decisions of the Party Central Committee and the State Council on carbon peak and carbon neutrality, and accelerate the construction of wind power and photovoltaic power generation bases, the National Development and Reform Commission and the National Energy Administration have summarized and proposed the first A batch of large-scale wind power photovoltaic base projects focusing on deserts, Gobi and desert areas, with a scale of about 100 million kilowatts. 2. Hydropower construction and operation

From January to September 2021, the country’s newly added hydropower grid-connected capacity is 14.36 million kilowatts. As of the end of September 2021, the country’s installed hydropower capacity is approximately 384 million kilowatts (including 32.49 million kilowatts of pumped storage). Baihetan Hydropower Station has 4 units. The first batch of units of the Lianghekou Hydropower Station was put into operation for power generation.

From January to September 2021, the national hydropower generating capacity above designated size was 903 billion kWh, a decrease of 0.9% year-on-year; the average utilization hours of hydropower nationwide was 2,794 hours, a year-on-year decrease of 100 hours.

From January to September 2021, the water energy utilization rate of major river basins across the country was about 97.6%, an increase of 1.5 percentage points year-on-year; the amount of waste water was about 15.39 billion kWh, a decrease of 11.2 billion kWh from the same period last year. Water abandonment mainly occurred in Sichuan and Henan provinces. The amount of electricity discarded in Sichuan was 10.17 billion kWh, a decrease of 7.44 billion kWh compared with the same period last year; the amount of water discarded in Henan Province was 3.54 billion kWh, mainly at the Xiaolangdi Water Control Project; Hydropower remains low.

3. Wind power construction and operation

From January to September 2021, 16.43 million kilowatts of grid-connected wind power will be added nationwide, of which 12.61 million kilowatts will be added for onshore wind power and 3.82 million kilowatts will be added for offshore wind power. In terms of the distribution of new installed capacity, the central and eastern and southern regions accounted for about 60%, and the "Three North" regions accounted for 40%. The layout of wind power development has been further optimized. By the end of September 2021, the cumulative installed capacity of wind power nationwide was 297 million kilowatts, including 284 million kilowatts of onshore wind power and 13.19 million kilowatts of offshore wind power.

From January to September 2021, the national wind power generation capacity was 496.4 billion kWh, an increase of 41.5% year-on-year; the utilization hours were 1,649 hours. Among the provinces with higher utilization hours, Yunnan 1995 hours, Mengxi 1897 hours, and Jiangsu 1883 hours.

From January to September 2021, the national average utilization rate of wind power was 96.9%, an increase of 0.3 percentage points year-on-year, and the amount of wind power was approximately 14.78 billion kWh; especially in Hunan, Gansu and Xinjiang, the utilization rate of wind power increased significantly year-on-year, and the utilization rate of wind power in Hunan was 98.6 %. The utilization rate of wind power in Gansu was 96.1%, and the utilization rate of wind power in Xinjiang was 92.6%, up 4.2, 2.5, and 3.0 percentage points year-on-year respectively.

4. Construction and operation of photovoltaic power generation

From January to September 2021, the nation's newly installed photovoltaic capacity will be 25.56 million kilowatts, including 9.15 million kilowatts of photovoltaic power plants and 16.41 million kilowatts of distributed photovoltaics. By the end of September 2021, the cumulative installed capacity of photovoltaic power generation will be 278 million kilowatts. From the perspective of the new installed capacity, the regions with a relatively high installed capacity are North China, East China and Central China, accounting for 44%, 19% and 17% of the country's new installed capacity respectively.
