The third batch of scenic bases officially started application, and some provincial documents have been issued

Recently, the declaration of the third batch of scenic base projects has been launched in various provinces, and many provinces have issued project application documents.


According to the application documents of a province, the third batch of scenic bases also focus on desert, Gobi and desert areas, extending to oil and gas fields, coal mining subsidence areas, rocky desertification, saline alkali land, etc., and require intensive integrated development to avoid fragmentation. Give priority to the application of 100% off grid hydrogen production projects, encourage development enterprises to cooperate with the National Pipeline Network Group and PetroChina in hydrogen energy transportation and consumption, and use natural gas pipelines to promote hydrogen doped natural gas to achieve high hydrogen energy consumption and utilization. Priority shall be given to the declaration of more than 100% self peak shaving and self absorption projects, without increasing the peak shaving pressure of the system, and the overall design of power supply, power grid and energy storage shall be based on the absorption capacity.


Relevant documents of Shanxi Province issued earlier pointed out that the project application should not involve ecological red line, industrial owners, land use, environmental impact assessment, grid connection consumption and other conditions. In principle, the scale of individual projects should not be less than 500000 kilowatts. There should be no more than 2 consortiums developed in the form of consortia. The specific project types are projects in the fields of integration of wind and solar gas hydrogen storage and large-scale off grid renewable energy hydrogen production.


Both provincial documents require that the project can be started before the end of this year, at the latest in the first half of next year, and put into operation before the end of 2024. According to the priority of declaration of the third batch of wind power bases launched by the two provinces, compared with the second batch of wind power bases, the projects of source network load storage, off grid hydrogen production and 100% consumption are gradually becoming the focus of the third batch of wind power bases.


Previously, at the Second Tsinghua University "Carbon neutral Economy" Forum held in Beijing, Li Chuangjun, Director of the Department of New and Renewable Energy of the National Energy Administration, said that he was currently organizing and planning the third batch of base projects. The first batch of bases had been fully started, and the list of projects for the second batch of bases had also been printed and distributed. According to the public information previously, the first batch of large scenic bases has a total scale of about 97.05GW ("The List of the First Batch of Large Wind and Everbright Base Projects", link to the original text), mainly located in 19 provinces, including Inner Mongolia, Qinghai, Gansu, including 2GW North Shandong Salt and Alkali Beach Base, 2.6GW Guangxi Hengzhou Base, Qinghai Hainan, Haixi 10.9GW Base, Shaanxi May 1st Phase 6GW Export Base, Weinan 3.53GW Base 2GW photovoltaic sand control in Inner Mongolia... etc. have all started. At present, including the Three Gorges Xiaoyangwo 50MW photovoltaic power station in Yunnan Province and Datang Hunan Loudi Ecological Treatment 1 million kilowatt photovoltaic project have been or will be connected to the grid.


The second batch of scenic bases was declared in December last year. At present, all provinces and cities have completed the optimization and printed and distributed the list of projects. The projects are mainly distributed in the three northern regions of Inner Mongolia, Ningxia, Xinjiang, Qinghai, Gansu, etc. According to relevant documents, the planned installed capacity of Kubuqi, Ulanbuhe, Tengger and Badain Jilin desert bases is 284 million kilowatts, the planned installed capacity of coal mining subsidence areas is 37 million kilowatts, and the planned installed capacity of other desert and Gobi regions is 134 million kilowatts.


According to the public information, a total of 5 projects in Inner Mongolia were selected, with the scale reaching 11.88GW; Qinghai has 7 projects selected, with the scale reaching 7GW; Five projects in Hebei were selected, with a scale of 5.85GW... According to the CCTV financial report, it is estimated that the second batch of scenic bases will directly invest more than 1.6 trillion yuan, which can drive the investment in related industries to more than 3 trillion yuan.


In addition, some provincial new energy bases are also in the process of planning and launching. The first batch of offshore photovoltaic bases in Shandong has been selected this year. The first batch of offshore photovoltaic bases has a total size of 11.4GW, with a total planning of 42GW. Among them, State Power Investment Corporation, National Energy Group, Shandong Development, PowerChina, Huaneng, Shandong Energy, CGN, Datang, etc. are shortlisted for the first batch of projects. According to the bidding documents, the 2022 offshore photovoltaic project in Shandong Province includes 10 offshore photovoltaic sites with a total installed capacity of 11.25 million kilowatts. The project construction site is mainly located in the adjacent sea areas of Binzhou, Dongying, Weifang, Yantai, Weihai, Qingdao and other regions in Shandong Province. The commencement time and scale of the project are 3.8GW in 2022, 4.7GW in 2023, and 2.75GW in 2024 respectively. It is estimated that the grid connection scale will be 1.9GW this year, and the remaining projects will be grid connected in 2023~2025.


In the 14th Five Year Plan for Shandong Electric Power Development issued by Shandong Province, it has been clearly stated that during the 14th Five Year Plan period, Shandong Province plans to lay out two ten million kilowatt offshore photovoltaic bases "around the Bohai Sea" and "along the Yellow Sea". It is planned to build a 10 million kilowatt integrated base for wind and power storage and transmission on the saline alkali land in northern Shandong and a "photovoltaic+" base in the coal mining subsidence area in southwestern Shandong. By 2025, the installed capacity of photovoltaic power generation will reach 65 million kilowatts, including about 12 million kilowatts of offshore photovoltaic power.


The National Energy Administration has publicly emphasized for many times that the construction of large-scale wind and solar power bases is the top priority of new energy development during the "Fourteenth Five Year Plan". It has established a coordination mechanism to accelerate the development of renewable energy, and urged relevant provinces to speed up the promotion of projects that can be fully developed. At the same time, a "green channel" for the approval of grid connection projects of large-scale wind power photovoltaic base projects has been established to ensure that the large base projects are "integrated". In addition, on the premise of not touching the ecological red line and not occupying cultivated land, we will work with the Ministry of Natural Resources, the State Forestry and Grass Administration, the People's Bank of China and other relevant departments to further strengthen the guarantee of elements, and accelerate the implementation of supporting policies such as land use, environmental impact assessment and finance for large base projects.
